ஜனநாயக அரசின் மூன்று முக்கியத்தூண்களான நீதித்துறை, நிர்வாகத்துறை (மத்திய அரசு) மற்றும் பாராளுமன்றம் ஆகிய மூன்றும் தத்தமது எல்லைக்குள் நின்று ஒன்றின் பணியில் மற்றொன்று குறுக்கிடாமல் அதேசமயம் ஒன்றையொன்று கண்காணித்துக் கொண்டு தமக்கு ஒதுக்கப்பட்ட பணிகளை தொடர்ந்து செய்து வந்தால் மட்டுமே இந்திய ஜனநாயகம் சிறந்த முறையில் செயலாற்றும். இதனையே நமது அரசியலமைப்பும் அதிகாரப் பங்கீடு (Separation of Powers) என்ற பெயரில் வரையறுத்துள்ளது. இதில் ஏதும் சிக்கல்கள் எழும் பட்சத்தில் அது ஜனநாயத்தின் ஆணிவேரையே அசைத்துவிடும்.
